A Washougal man whose vehicle collided head on with another vehicle on Southeast Washougal River Road allegedly had a blood-alcohol level of 0.10, court records show.Sean M. Hough, 23, appeared Friday in Clark County Superior Court on suspicion of vehicular assault in connection with the July 29 incident.The driver of the other vehicle, Robert Lulay, 52, suffered a fractured left leg. His passenger, 34-year-old Rachel Cooper, suffered minor injuries to her left side and left arm, according to an affidavit of probable cause filed in the case.At about 7:40 a.m., Clark County sheriff’s deputies, Washougal police and Washington State Patrol troopers responded to a head-on crash near the 40700 block of Southeast Washougal River Road. East County Fire & Rescue and Camas-Washougal Fire assisted, the affidavit states.First responders learned that Hough was driving a 1989 Jeep Cherokee west on Southeast Washougal River Road when he crossed the center line on a curve and collided with an eastbound 2004 Chevrolet pickup, court records said.Officers said that while talking with Hough, they smelled alcohol on his breath, and his eyes were watery and bloodshot. Hough agreed to take a preliminary breath test, which registered a blood-alcohol level of 0.116, according to court documents. Hough was also injured in the crash.
